I understand secondary dominates. My only question is can they be used anywhere or is there specific bars they are used at? I understand they create a tension and resolve. Is the general idea that anywhere you want to create some fresh harmonic tension you can use them for a bar or two before a standard change to new chord?

They can be used anywhere as long as they don’t clash with a written melody. Usually they are added before a resolution, a half measure before.
